Position Requirements

Major Responsibilities/Accountabilities:

The primary role will be focused on client-specific customizations of existing engineering services and in creating client reliance through excellent custom engineering solutions. The candidate is a highly technical manager with extensive experience being an integral, client-facing, part of the engineering and implementation process for large municipal entities (budgets greater than $50 million).  He/she is accustomed to identifying client needs, presenting to clients, and leading a team through custom, high-quality, tight-deadline projects. 

 

  • Supervise and manage municipal water, wastewater and environmental infrastructure projects
  •  
  • Comply with the client and Chester Engineers quality, technical, schedule, and budget expectation
  • Responsible for overall coordination of work with client, QA/QC, budget and scheduling
  •  

    Senior Manager will discuss the objectives, requirements, and budget of a project and provide various pre-design services which may include conducting feasibility and environmental impact studies, selecting a site, or specifying the requirements the design must meet.
    This professional will be responsible for the development and implementation of projects involving the planning, design, and construction of municipal infrastructure facilities, especially in the areas of water treatment and distribution, wastewater collection, transmission, treatment, and effluent reuse/disposal.

    Project responsibilities include proposal writing, planning, staffing, scheduling, budget presentation, quality control, safety and coordination of subcontractors assigned to the project.

     

    Minimum Required Experience:

  • 8-15 years experience in municipal water, wastewater and environmental systems planning, design and construction phase management/engineering support
  • Experience with sewer separation and consent decrees.
  • Demonstrated project management experience including budget and schedule monitoring and control responsibilities.

  • Special Qualifications/Specific Skills:

     

  • Extensive knowledge of collections systems, pump stations, storm water practices, CSO, SSO, CMOM and drainage control.
  •  
  • Wet weather planning, design and construction background.
  • Water/Wastewater treatment plant design experience including development of conceptual/preliminary designs, detailed design document preparation, and engineering services during construction.
  • Hydrologic and hydraulic analyses.

    Minimum Educational Qualifications:

    B.S. in Civil or Environmental Engineering


    Required Registrations/Certifications/Clearances:

    Professional Engineer licensure in the State of Pennsylvania preferred
